The Port Authority of Belgrade has issued a statement for the coming winter period and possible occurrences of ice, ice drifts and ice levels:

Port Authority of Belgrade, based on Article 170 of the Law on Navigation and Ports on Inland Waters ("Official Gazette of RS", No. 73/10, 121/12, 18/15, 96/15 - other law, 92/16, 104/16 - other law, 113/17 - other law, 41/18, 95/18 - other law and 37/19 - other law and 9 of 4 February 2020), issues

The elders of vessels, competent bodies and organizations, moorings for boats and nautical clubs, owners of floating facilities and boats, other participants in the voyage as well as all interested persons are invited to consider the upcoming winter period 2021/2022 and the possible occurrence of ice, ice drifts and ice in due time, and no later than December 20, 2021, in the interest of safety of inland navigation, prevention of endangerment of human lives, environment and material goods, take the following measures by types of vessels:

1. FLOATING FACILITIES for catering and other economic purposes

• if floating objects are not moved to a designated and approved place or winter shelter, strengthen and increase the number of bumpers (anchors), anchor devices, mooring ropes and abutment points on the object and the shore,

• owners of floating facilities for economic purposes are obliged to organize permanent control over their vessels in the form of on-duty crew or on-duty experts who will perform constant, direct and uninterrupted supervision (24 hours) over the safety of their vessels,

• perform other preventive measures and, if necessary, break the ice mass around the building if necessary.

2. SPORTS CLUBS AND BOAT MOORINGS

• all boats and smaller vessels should be towed ashore,

• if they are not pulled ashore, floating objects used for mooring boats - pontoons and berths, disassembled and grouped along the coastal edge with a strong attachment to coastal cleats,

• Owners of sports clubs and boat moorings are obliged to organize permanent control over their facilities in the form of on-duty crew or on-duty experts who will perform constant, direct and uninterrupted supervision (24 hours) over the safety of their facilities.

3. RAFT HOUSE for sports and recreation

• reinforce mooring cables and points of support (battles, kazuks, Greek holes, etc.) on the facility and on the shore,

• with additional anchors thrown upstream, prevent breakage and uncontrolled floating and navigation,

• The owners of raft houses are obliged to perform constant, direct and uninterrupted supervision over the safety of their facilities.

In addition, owners are urged to remove their small vessels, boats, floating structures, as well as other vessels from the waterway to designated winter quarters and winter shelters, given the consequences that may result from removing waterway markings from the waterway and adverse hydrometeorological conditions.

The Port Authority of Belgrade will impose procedures and actions prescribed by law and customs in navigation on the basis of navigation experience in unfavorable hydrometeorological conditions and, if necessary, issue additional instructions, ie announcements to shipping in accordance with hydrological forecasts and warnings of the Republic Hydrometeorological Institute.

Any violation of the provisions of this notice to shipping shall be considered a violation of inland navigation and shall be punished in accordance with the provisions of the Law on Navigation and Inland Ports ("Official Gazette of RS", No. 73/10, 121/12, 18/15, 96 / 15 - other law, 92/16, 104/16 - other law, 113/17 - other law, 41/18, 95/18 - other law and 37/19 - other law and 9 of 4. February 2020) and the Decree on conditions for navigation and rules of navigation on inland waters ("Official Gazette of RS" No. 96/2014 and 111/2020).
